Federal Indictments for Voting Fraud in Minnesota

On Tuesday, federal prosecutors made public indictments against ten individuals accused of illegally claiming U.S. citizenship for the purpose of voting in Minnesota. These allegations highlight significant concerns regarding voter fraud within the state.

Details of the Indictments

The indicted individuals, who hail from various countries including Bosnia and Herzegovina, Brazil, Canada, Germany, Ghana, Liberia, Lithuania, and South Africa, include:

  • Bhator Konah Bryant, 61
  • Edvile Vaidoto Edmunds, 59
  • Joshua Frederick Kofi Edzie, 63
  • Alan Barbu Kargbo, 48
  • Paul Kras, 78
  • Fadil Rasim Ozegovic, 58
  • Aparecido Donizetti Padovan, 62
  • Chris Adam Pettiquoi, 43
  • Christian Liam Schenk, 47
  • Hester Sophia Weihmann, 69

Charges Filed

The allegations against these individuals include falsely representing themselves as citizens to register and vote, with some instances occurring as recently as the primary elections in August 2026. However, the precise locations where these defendants registered to vote or managed to cast their ballots have not been disclosed in the indictments.

State-Level Context

One of the defendants, Hester Sophia Weihmann, is already facing charges in state court. In a related case, charges were filed against her in Isanti County last year, where she reportedly voted illegally in both the 2022 and 2024 elections. Following her ineligibility being flagged by election officials, Weihmann had attempted to inactive her voter record.

Weihmann, a green card holder who has been in the U.S. since 2015, is scheduled for a plea hearing on October 7, facing two charges of knowingly voting as an ineligible voter.

Official Statements and Statistics

During a press conference, U.S. Attorney for Minnesota, Daniel Rosen, emphasized that these incidents reflect a broader “tolerance for fraud” in Minnesota’s electoral system. According to the Minnesota Secretary of State’s Office, during the 2024 general election, a total of 3,272,414 votes were recorded. From 2021 to 2025, the Minnesota Judicial Branch identified 57 charges against individuals who knowingly voted despite being ineligible, leading to 14 convictions.

Conclusion

The indictments serve as a significant reminder of ongoing concerns regarding electoral integrity. As investigations continue, state and federal officials are emphasizing the importance of protecting the democratic process from fraud.
