California Couple Arrested in Disturbing Surrogacy Scandal
A couple from California, Guojun Xuan and Silvia Zhang, has been arrested amid serious allegations surrounding their surrogacy practices. The arrests were confirmed by law enforcement sources to CBS News just prior to a news conference held by officials outlining the recent developments in the case.
Charges and Legal Proceedings
The Los Angeles District Attorney, Nathan J. Hochman, announced that Xuan and Zhang are facing multiple charges, including conspiracy to commit child abuse and witness dissuasion. Hochman has requested a staggering bail amount of $100 million for the couple.
The situation gained national attention in July 2025 when authorities conducted a raid on their mansion in Arcadia, California, resulting in the removal of 21 children, primarily those born through surrogacy, into state custody.
On the morning of their arrest, detectives from the Los Angeles County Sheriff’s Department apprehended the couple at their residence and subsequently transferred them to the Pasadena courthouse for arraignment.
Details of the Investigation
The investigation into the couple commenced in May 2025 after Zhang presented a 2-month-old baby at the hospital with a head injury. According to Sheriff Robert Luna, Zhang’s account of how the injury occurred raised suspicions, prompting the hospital to alert law enforcement. The ensuing police visit to their home uncovered alarming evidence.
Hochman characterized the couple’s home as a “house of horrors,” revealing that the children were allegedly confined to rooms labeled “Learning Centers” for several hours daily under the watch of various nannies. The residence was reportedly equipped with 32 motion-activated cameras, allowing the couple to monitor the consequences of disciplinary actions enforced by the nannies.
Allegations of Abuse
Footage from the surveillance system revealed disturbing incidents, including nannies physically punishing children. Notably, one nanny, Chunmei Li, is accused of striking the infant on the head. Law enforcement has issued a warrant for her arrest amounting to $105,000, but she remains at large.
Xuan’s attorney, Mitchell Krems, defended his client, asserting, “My client is innocent. It is the nanny’s wrongdoing who went on the run. He is being targeted for exercising his constitutional right to have a large family.”
Reactions from Legal Representatives
Melissa Brisman, an attorney representing two surrogates involved in the case, expressed relief that accountability may follow: “This is wonderful news that people will be held responsible for their actions and there will be consequences if you abuse the surrogacy system.”
Brisman emphasized the importance of maintaining surrogacy as an avenue for prospective parents while also ensuring adequate protections for all parties involved. “We need to make sure bad actors don’t ruin it for everyone else,” she said.
Community Impact and Ongoing Investigations
An FBI spokesperson confirmed that a separate search warrant was also executed at the couple’s home as part of the investigation. Local residents reported seeing helicopters and a substantial police presence, leading to road closures in the area.
As the investigations continue, Sheriff Luna stated, “We will continue to work together to pursue justice for all 21 children involved in this case.”
Maria Castellanos, one of the surrogates who carried two children for the couple, shared her frustration regarding the scenario: “I’m mad that everyone involved couldn’t stop this so the kids wouldn’t go through everything they went through. I’m just mad with the whole process, the whole thing. It’s not just them,” she said, adding, “I trusted Silvia.”
