Overview of the Arrest
On Tuesday, October 20th, federal agents apprehended 32-year-old Pavel Alekseyevich Kulizhnikov in Florida. He is suspected of playing a significant role in a vast international money laundering scheme, allegedly facilitating the movement of millions of dollars tied to drug cartels and helping Russian clients circumvent U.S. sanctions.
Details of the Operation
A 44-page affidavit unsealed alongside the arrest reveals extensive details about the operation, which reportedly extends its activities across multiple countries, including the United States, Colombia, Spain, the United Kingdom, Russia, and others. This operation allegedly aided in the laundering of proceeds from various criminal enterprises globally.
Kulizhnikov’s Alleged Involvement
Authorities claim that while residing in Miami, Kulizhnikov served as a vital link for major criminal groups, including the notorious Sinaloa and Gulf cartels. His actions allegedly contributed to moving funds that avoided U.S. sanctions against Russian entities.
The operation featured specialized teams focused on laundering illicit proceeds in designated regions. Kulizhnikov is believed to have acted as a cryptocurrency broker for a group known as the “Just World Pro Crypto Team,” recognized informally as the “Just Hollywood Stars.” Reports indicate that the Just Team consisted of approximately ten core members operating through private communication channels.
Mechanics of the Money Laundering Scheme
Kulizhnikov’s duties included deploying cashiers and couriers to handle substantial money transfers through various channels, including cryptocurrency and bank wires. A confidential source disclosed to federal agents that the Just Team facilitated approximately $50 million in laundering activities daily.
Undercover Operations and Investigation
To dismantle this intricate scheme, various federal agencies, including the Drug Enforcement Administration (DEA) and the FBI, conducted undercover operations, utilizing significant financial resources for each transaction, reportedly amounting to millions of dollars exchanged with the laundering team.
Kulizhnikov was specifically identified in 11 undercover transactions, where he created group chats on Telegram to coordinate money laundering efforts with clients. The Just Team stipulated a commission ranging from 2% to 8% on laundered sums, varying by location.
The operation allegedly included rigorous protocols to address payment disputes, should a member fail to deliver laundered funds as promised. In one account, a former member reportedly absconded with $50 million, leading to expulsion from the organization.
Connections to Notorious Criminals
Federal complaints list some of Kulizhnikov’s clients, including Sergei Rassokhin, apprehended in Spain during a significant cocaine sting. Other associates include a New York OxyContin distributor and an unidentified co-conspirator who recommended the Just Team’s services until his own arrest in a separate incident.
Current Legal Proceedings
Kulizhnikov made his first appearance in federal court in Florida and faces charges in the Eastern District of Virginia, where court documents remain sealed. Currently, he does not have legal representation publicly confirmed, and attempts to reach him have so far been unsuccessful.
