Cheating Scheme at Mahjong Games in Singapore

Horrific news has surfaced regarding a fraudulent mahjong operation in Singapore, where nearly all players who participated in games held by a group of nine individuals ended up losing money. These games were reportedly rigged, with all three opposing players colluding against the unsuspecting participants.

Modus Operandi of the Scheme

Victims were targeted via dating apps, where the mastermind posed as women to attract players. Gatherings were held at various locations, including the SAFRA Toa Payoh club, leading to the significant financial losses that exceeded $100,000.

Legal Action Takes Place

On October 1, 2024, Olivia Chin Hui Zhen, 31, became the first conspirator to receive a sentence, totaling eight months in jail and a $3,000 fine. The cases against the remaining eight members of the group are currently ongoing.

  • Marcus Ang Yi Sheng, 27
  • Jason Chin Yi Sheng, 32
  • Kristy Tan Siew Boon, 39
  • Leong Ying Liat, 43
  • Penelope Kek Yong Ru, 46
  • Chloe Low Zhiyi, 23
  • Belinda Chee Yan Lin, 25
  • Li Yongyi Joaquin, 27

Chin pleaded guilty to five charges—including conspiracy to cheat and unlawful gambling—with an additional 32 charges considered during her sentencing. Ang, the alleged mastermind behind the operation, initiated the scheme in April 2024.

How the Scheme Worked

Ang reportedly created fake profiles on dating apps to lure victims into mahjong games. He would instruct a female co-conspirator to assume a false identity and host the games while involving three other accomplices to distract and manipulate the victims.

The Game Plan

Each of the three colluding players had designated roles to ensure the victim’s defeat:

  1. The first player worked to prevent the victim from winning.
  2. The second player aimed to form a winning hand or assist the third player.
  3. The third player sought to create the biggest hand possible to maximize the victim’s losses.

Ang claimed that this strategy allowed their group to win 99% of the time. After each game, the conspirators handed their winnings to Ang, which ranged from $300 to $500 per session. Between April and June 2024, the group managed to arrange 28 games involving 28 different victims, although only 19 games were ultimately completed.

The Aftermath of Fraud

During one notable game on June 1, 2024, a victim was informed that he owed $26,000 after losing, a sum he contested. Following Ang’s directives, Chin pretended to assist the victim in paying a portion of his debt, offering $3,000 in cash in a clear attempt to coerce him into paying the remainder.

Judicial Proceedings

The prosecution recommended a sentence of 9½ months and a $3,000 fine for Chin, while her defense team argued for leniency, asserting that she had limited involvement in the scheme. Judge Chay Yuen Fatt noted her active participation justified the imposed penalty of eight months.

The illegal gambling and conspiracy to cheat charges carry significant penalties, potentially resulting in up to 10 years in prison for conspiracy to cheat and up to six months for unlawful gambling.

Conclusion

This case highlights serious concerns about integrity and safety in gambling practices, particularly within social gaming environments. With further cases pending against the remaining conspirators, the legal repercussions of this elaborate scheme continue to unfold in Singapore.
