Fire Breaks Out at Oil-Loading Terminal in Rostov-on-Don Amid Suspected Drone Attack
Published on: October 10, 2023
Incident Overview
In the early hours of October 10, a significant fire erupted at the Yug Rusi oil-loading terminal in Rostov-on-Don, Russia. This event coincided with reports of a drone attack, as seen in footage shared by the Exilenova+ monitoring channel.
Details of the Fire
OSINT analysts from the independent Russian media outlet ASTRA confirmed the location of the fire, identifying it as the Yug Rusi terminal situated in the Zheleznodorozhny district of Rostov-on-Don. The terminal facilitates the export of petroleum products, particularly shipments sourced from the Novoshakhtinsk Oil Refinery, a facility owned by the Yug Rusi group.
Residents have shared videos via various Telegram channels, showing large flames and billowing smoke rising from the site. Subsequent reports from Exilenova+ indicated that the fire continued to burn at the terminal.
Response from Authorities
While Russian regional authorities acknowledged the fire and stated that air defense systems were engaged, they did not confirm the extent of the damage at the terminal. Furthermore, Ukrainian military officials have not claimed responsibility for the alleged drone strike.
ASTRA also reported that a residential building in the Donskaya Sloboda complex, located in Rostov-on-Don, sustained damage. The source of this damage remains unclear, especially amid ongoing drone activity and Russian air defense operations in the region.
Context of Ongoing Tensions
The Yug Rusi oil-loading terminal operates distinctly from the main processing facilities of the Novoshakhtinsk refinery. According to the refinery, the terminal has a substantial annual capacity of 3.5 million metric tons for loading and unloading petroleum products.
This incident follows a previous Ukrainian strike on the Novoshakhtinsk refinery on September 25, which ignited a fire at the facility, as reported by Ukraine’s General Staff. Historically, Ukraine has targeted Russian oil refineries and fuel infrastructure to disrupt supplies to Russian military operations and to limit Moscow’s energy revenue.
In a notable statement, U.S. President Donald Trump has suggested that Ukraine refrain from attacking Russian oil facilities, citing concerns about rising global diesel prices linked to such actions. Conversely, Ukrainian President Volodymyr Zelensky has indicated a willingness to cease targeting Russian energy sites if Russia similarly halts its assaults on Ukrainian energy infrastructure, advocating for a mutual pause in such operations.
