A significant discussion has emerged at Munich’s renowned Oktoberfest regarding privacy and consent, sparked by the popularity of a ride called the Teufelsrad, or Devil’s Wheel. The ride, a central attraction at the festival, has been linked to a troubling series of voyeuristic video recordings, prompting its operator to take proactive measures to ensure participant comfort and safety.

The Controversy of Voyeuristic Videos

The Teufelsrad is famous for its thrilling spins that often displace clothing worn by riders, exposing them to unwelcome filming from bystanders. Reports indicate that more than 32,000 videos showcasing women on this ride have circulated online, drawing millions of views. Instances of digital exploitation include women in traditional dirndl dresses, with some videos edited to present misleading and inappropriate images.

An investigation conducted by German broadcaster BR identified the involvement of various individuals, including some professional YouTubers from Ukraine, in the dissemination of these videos. Despite the illegal nature of filming under someone’s clothing in Germany—a crime punishable by up to two years in prison—many critics argue that gaps exist in current laws that leave victims unprotected in certain scenarios.

Addressing Safety Concerns

In response to these privacy concerns, Elisabeth Polaczy, the operator of the Teufelsrad, has initiated a program to distribute free cycling shorts to women and girls who choose to ride the attraction. This initiative has been ongoing for the past three years, with more than 100 pairs of shorts given away during the current festival. “I want to do everything I can to make people feel secure,” Polaczy stated, acknowledging the financial burden of this effort but emphasizing its importance for peace of mind.

The carnival atmosphere at Oktoberfest complicates monitoring efforts, as crowded spaces make it challenging to observe all smartphone usage. To combat this issue, signs and police warnings against filming under skirts are displayed prominently throughout the ride area.

Legal and Regulatory Responses

In light of increasing incidents at the festival, Bavarian police have ramped up their campaigns to deter such behaviors, including the arrest of individuals caught filming inappropriately. In 2025 alone, there were ten arrests related to upskirting, and police are collaborating with local organizations to develop stricter regulations regarding influencers and content creators at the event.

New measures include a ban on live streaming from the festival and a requirement for individuals to obtain permits to film, intended to regulate the behavior of influencers who take advantage of the festivities for profit through sponsorships and product placements.

A Call to Action

Advocates for digital rights, such as Josephine Ballon from the non-profit organization Hate Aid, continue to push for updated legislation that addresses the shortcomings of existing laws. She acknowledges that the current legal framework is inadequate, particularly when skirts unintentionally fly up, leaving individuals exposed to opportunistic photography and videography.

As awareness grows around similar incidents of digital exploitation, authorities and organizations alike are increasingly focusing on protecting individuals’ rights and ensuring that perpetrators face consequences for their actions, thereby promoting a safer environment at public gatherings such as Oktoberfest.
