Sberbank Approved as Russia’s Latest Crypto Exchange Operator
On October 12, 2023, the Bank of Russia officially added Sberbank to its list of authorized digital currency exchange operators. This development comes just six days after Sberbank was named a licensed digital depository.
Integration of Crypto Services
The authorization permits Sberbank, the largest bank in Russia, to facilitate the buying and selling of cryptocurrencies using its own resources. Following its initial listing as a digital depository, this dual capability allows Sberbank not only to execute trades on behalf of clients but also to maintain a comprehensive ledger of their holdings.
Launch of Crypto Products
Beginning December 1, 2023, Sberbank plans to introduce its first range of crypto products on platforms such as SberBank Online, SberInvestments, and SberBusiness. The initial offerings will include major cryptocurrencies like Bitcoin, Ethereum, and Tether (USDT).
The launch date, however, is contingent upon further regulatory approvals from the central bank regarding secondary regulations.
Retail Buyer Regulations
Under the recent legal framework, individual investors designated as non-qualified will be permitted to invest up to 300,000 rubles (approximately $3,800) annually per intermediary. Additionally, a mandatory knowledge assessment will be required prior to engaging in crypto trading.
It is important to note that, while Sberbank customers will have the ability to purchase cryptocurrencies, current laws in Russia prohibit the use of crypto for transactions involving goods and services.
Market Predictions
According to Sberbank’s Deputy Chairman, Anatoly Popov, the trading volume of cryptocurrencies in Russia could reach 4 trillion rubles (around $46 billion) within the first year of operation. This figure may rise to 7.5 trillion rubles (nearly $89.7 billion) by 2029 as the market matures. The bank is also anticipating regulatory clearance to accept Ethereum and USDT as collateral for loans.
Historical Context and Future Compliance
This move marks a notable evolution in Russia’s stance on cryptocurrencies. Initially, in January 2022, the Bank of Russia proposed a complete ban on cryptocurrencies, citing concerns regarding financial stability. The recent licensing of Sberbank to operate a crypto desk illustrates a significant policy shift within a relatively short timeframe.
As a result of the new law signed by President Putin in August, companies already registered must conform to all established regulations by September 1, 2027, to maintain their operational legitimacy.
