The UAE’s SAFE-T Initiative: Combating Digital Violence Against Women

The United Arab Emirates (UAE) has announced the launch of a new global initiative aimed at addressing violence against women that is facilitated through digital media and information technologies. This initiative, named SAFE-T, seeks to integrate legislation, enhance digital literacy, and foster international cooperation in combatting this growing issue.

Overview of the SAFE-T Initiative

The SAFE-T Initiative was unveiled at the 15th UN Congress on Crime Prevention and Criminal Justice held in Abu Dhabi. The programme emphasizes a tripartite partnership involving the General Women’s Union (GWU), the UAE Ministry of Justice, and the UN Office on Drugs and Crime, under the patronage of Sheikha Fatima bint Mubarak, who chairs the GWU.

Sheikha Fatima expressed concerns over the increasing technology-facilitated violence against women and girls, emphasizing that this problem not only endangers individuals but also hampers their social and economic participation. She called for a holistic response that includes government bodies, international organizations, the private sector, and civil society.

A Call for Integrated Responses

“We do not view women merely as beneficiaries of digital transformation, but as partners in leading it and shaping its future,” said Sheikha Fatima. She underscored the importance of collaboration across various sectors to address threats of abuse, blackmail, and defamation that women encounter online. Such challenges restrict women’s freedom of expression and their ability to engage fully in public life.

Promoting Digital Safety

The cornerstone of the SAFE-T Initiative is its approach to narrowing the digital divide and improving overall public safety in digital environments. One of the primary components is a digital safety toolkit that aims to equip users with the resources needed to navigate online spaces securely. Additionally, the initiative aligns with the UN Women Strategy addressing technology-facilitated violence against women and girls.

Noura Al Suwaidi, Secretary-General of the GWU, highlighted the commitment of the union to utilize technology in safeguarding women’s digital rights. “At the General Women’s Union, we believe that protecting the security and sustainability of the family and society requires joint action and genuine integration among local and international stakeholders,” she stated.

Long-Term Vision: The Upstander Model

The SAFE-T Initiative encompasses an Upstander model, which links various strategies aimed at promoting digital safety and accountability. Key elements of this plan include:

  • Strengthening digital infrastructure
  • Empowering law enforcement agencies
  • Holding technology companies accountable for their role in ensuring safety
  • Standardizing data collection practices

By collaborating with multiple stakeholders, the initiative endeavors to create an equitable digital landscape where women and girls can actively participate and contribute to societal progress.

Conclusion

The SAFE-T Initiative exemplifies the UAE’s dedication to addressing technology-facilitated violence and promoting safe digital environments. Through integrated efforts and an emphasis on partnership, the initiative aims to create a future where all women can confidently navigate their online spaces without fear of violence or retribution.
